As requested in Your Excellency's telegram of the

8th instant, I have today made a strong protest, both verbally

and in writing, against the illegal proceedings of the pro-

vincial authorities at Samshui and Sun-t'ong. The Chinese

Government has no information on the subject, but has promised

to call for a report immediately.
